1996 Tube Stock

I would like to enquire as to why the addition of the 7th car to 1996TS on the Jubilee line meant that the whole train's seating moquette had to be changed, i.e. why wasn't the older one used? As it seems to me that the new one has been applied crudely and seems to have folds in it.

Any ideas?
